EMERGENCY ACTION TO SOUTH AFRICAN PRESIDENT ZUMA TO ACT ON RHINO MEMORANDUM OF UNDERSTANDING WITH VIETNAM



H.A.N.D.S. Team, please immediately send and share this critical e-mail action to President Zuma, Minister Molewa and Dr. Mabunda to ensure the Memorandum of Understanding between South Africa and Vietnam to control criminal rhino activity is signed as scheduled this week at the Convention on
 Biological Diversity in Hyderabad, India, which ends this Friday. Vietnam has been dragging its feet for a year on this.

Action Required on MoU with Vietnam

Dear President Zuma, Minister Molewa and Dr. Mabunda:


With 2012 South African rhino deaths now at 463, we appreciate your accelerated collective efforts to halt rhino slaughter. We are, however, very concerned that the Memorandum of Understanding between the Republic of South Africa and the Democratic Republic of Vietnam, which has been under high-level discussion for over a year, is not yet signed.

On 3 September 2012, the South African Department of Environmental Affairs announced that “South Africa [is] to sign MoU with Vietnam to address ongoing scourge in poaching and other environment crimes” and that “South Africa’s efforts to address the ongoing poaching of rhino for its horns will be taken to a new level when South Africa signs a Memorandum of Understanding (MoU) with Vietnam at the 11th meeting of the Conference of the Parties (COP 11) to the Convention on Biological Diversity (CBD)… in Hyderabad, India, from 8 to 19 October 2012.”

With the Convention closing on Friday, 19 October, it is distressing that there is no news of progress on, or actual execution of, the MoU. We are additionally concerned by the lack of movement on the planned MoU between the Republics of South Africa and Mozambique, in view of the 11kg of rhino horns from Limpopo National Park that were seized on 16 October.

We respectfully urge you to act decisively to ensure that the MoU is executed by South Africa and Vietnam to stem the slaughter and to ensure the preservation of South Africa's iconic rhinos for future generations globally.
